What’s New?

The Civilian card type is unlike anything seen before in Power Bulletin!:

• Civilians count as both Heroes and Villains. Any effect that targets either side will also affect them.
• Their special keyword, “On Discard,” triggers powerful effects the moment they leave your hand.

This makes every Civilian a wildcard—adding new layers of strategy and surprise to every game.

Meet the Civilians

The first civilians to arrive are two familiar faces from the Power Bulletin! newsroom:

• Reporter (Jenna Liss) – A sharp, determined journalist whose words can turn the game upside down when discarded.
• Spy (Joe Schmoe) – The editor of Power Bulletin!… but is he really who he seems? Outwardly, Joe is the man keeping the stories straight. In truth, he hides a double life as a spy—ready to twist the game when least expected.
